A General Mobile Radio Service (GMRS) license is required by the Federal Communications Commission (FCC) to regulate the use of radio frequencies for two-way communications. If you plan to use a GMRS radio, you'll need a valid license before you can operate it. In 2017, the FCC reclassified certain radios that could transmit above 2 watts on shared FRS/GMRS frequencies as GMRS-only devices. GMRS radios can range from handheld models to mobile units.

How to Apply for a GMRS License

First, you’ll need to register for an FCC Registration Number (FRN). This number enables you to interact with the FCC (including payment for your license). Once you’ve completed this step, you can proceed to submit your GMRS license application online.

Step-by-Step Instructions for GMRS License Application
  1. Log in to the FCC ULS (Universal Licensing System)
    • Go to FCC ULS Login and log in using your FRN and password. If you don’t have an FRN, you can register for one here.
  2. Select "Apply for a New License"
    • After logging in, click the link to "Apply for a New License" on the left side of the page.
  3. Choose GMRS
    • From the dropdown menu, select "ZA - General Mobile Radio Service (GMRS)" and click Continue.
  4. Review Your Application
    • On the summary page, review the information you’ve entered and then click "Continue to Certify."
  5. Sign Your Application
    • Type your name in the certification boxes to sign your application and then click "Submit."
  6. Pay the Fee
    • The system will calculate your fees, which are due within 10 calendar days of filing. Select your preferred payment method to complete the transaction.
Once your application is processed, you'll receive an email confirmation from the FCC with your official GMRS license.
Downloading Your GMRS License

After your GMRS license is granted, you can download a PDF copy of it by following these steps:

  1. Log in to the FCC ULS License Manager with your FRN and password.
  2. On the License Manager page, click "Download Electronic Authorizations."
  3. Select the license(s) you wish to download from the list and click "Add."
  4. Click the "Download" button to save your license.

FCC Rules You Must Follow
Here's a quick rundown of the rules you'll need to observe while using your GMRS license:
  • If requested by an FCC representative, you must allow them to inspect your GMRS station and records.
  • You cannot send messages related to illegal activities at the federal, state, or local level.
  • Sending deceptive or false messages is prohibited.
  • Coded messages (other than standard "10-codes" like those used in CB radio) are not allowed.
  • Content meant for entertainment, such as music, sound effects, or non-essential noise, is prohibited.
  • Advertising, including promotional content for goods, services, or political candidates, is not allowed.
  • International distress signals (such as Mayday) should only be used in immediate danger situations.
  • Communication with amateur radio stations, unauthorized stations, or foreign entities is forbidden.
  • Continuous transmissions are prohibited unless they relate to public safety or property.
  • You must identify yourself using your FCC-assigned call sign at regular intervals during transmissions.
