No. Most countries in Europe have adopted a different standard known as PMR ("Private Mobile Radio"). While PMR radios are very similar to your GMRS radios, PMR radios use different frequencies. If you attempt to bring your GMRS radios into Europe, they might get confiscated in customs.
PMR-446 walkie-talkies (Private Mobile Radios) are portable radios that use the UHF 446.00-446.2 MHz band. They can be used free of charge and without the need for a license or special authorization.
