If you are getting this screen on an Android phone, most commonly a Samsung phone, there may be a setting that needs to be changed on your phone.

If you are not seeing this animation:

You'll need to enable animations on the phone, they can be disabled again after the device is added to Drive Smarter.

To start go to the phone settings and check for Developer options at the bottom of the list:

If you don't see Developer options below About phone, then:
Select About Phone and then Software Information

Tap Build Number several times (5+) until it states Developer mode has been turned on.

Once Developer mode is enabled, go back to the main Settings menu and select Developer options.

These three settings Window animation scale, Transition animation scale, and Animator duration scale need to be set to 1x instead of Off.

Now in Drive Smarter, Search again for the device to add.  You should receive the searching animation and then be able to add your device.  

Once the device is added you can set those three settings back to Off again and you can switch off Developer options.  These animations being off has been used to improve speed performance but with today's phones there's very little performance gain, if any at all.
